TfGM chief Steve Warrener to serve as UTG Chair into 2026

Transport for Greater Manchester (TfGM) Managing Director Steve Warrener will serve an additional year as Chair of the Urban Transport Group (UTG) in an extension of his original two-year term.

Mr Warrener became Chair in February 2023. He serves as part of a seven-strong board that includes a representative from each of the Group’s full members, which are transport authorities.

Extension of his term comes at what UTG says is “a pivotal moment for city regions as the majority of UTG’s principal members move towards integrated settlements.”

Mr Warrener joined TfGM in 2007. He holds responsibility for day-to-day running of the organisation, which has an annual expenditure of around ÂŁ1 billion and recently completed the rollout of bus franchising across Greater Manchester.

Other programmes delivered during his time with TfGM include the Leigh Guided Busway, extensions to the Metrolink tram system, and major investment in active travel provision.

Speaking about the continuation of his tenure, Mr Warrener says: “With further devolutionary powers and greater fiscal responsibility, city region transport authorities have an even bigger role to play in ensuring that transport services truly deliver for their communities.

“But authorities continue to face similar challenges around funding, climate change and skills, to name just a few. The Urban Transport Group’s network of transport authorities is therefore more important than ever in collectively responding and finding the solutions to these issues.

“I am delighted to be able to continue the important work of the UTG board and thank my fellow board members for asking me to stay on in the role for another year.”
